Managed by the Economic Development Agency, the Housing Authority supports affordable rental housing, homeownership, rehabilitation, and development to provide safe and sanitary housing opportunities to low- and moderate-income families, including elderly and disabled persons, while supporting programs to foster economic self-sufficiency. To accomplish its objectives, the Housing Authority administers several housing programs, including:
Section 8 Housing Choice Voucher Program: a rental subsidy program which assists approximately 8,300 families throughout the County; Affordable Public Housing: provides 477 rental units in various communities throughout the County for low-income families;
Resident Opportunities and Self-Sufficiency (ROSS): facilitates the successful transition of residents from public housing residency to economic independence or from welfare dependence to increased earning capacity or sustained work via various support services;
Housing Opportunities for Persons with AIDS: provides long- and short-term housing assistance by contracting with a network of local nonprofit organizations;
Capital Fund Program: used to improve the physical condition and to upgrade the management and operations of existing public housing developments;
Shelter Plus Care (SPC): assists the homeless mentally ill through a tenant-based housing assistance program;
Family Self-Sufficiency (FSS): an employment and savings incentive program which consists both of case management services that help participants pursue employment and other goals and of escrow accounts into which the Housing Authority deposits the increased rental charges that a family pays as its earnings rise;
Family Unification Program: provides vouchers for families whose lack of adequate housing is a primary factor in the immediate placement of a child or children in out-of-home care; and
Homeownership Program: assists eligible participants in the Section 8 Program who are also participants of the Family Self-Sufficiency (FSS) program via a down payment assistance grant. For more information, please visit: http://www.harivco.org/
