Volunteer
“Volunteer Worker” is defined as a person who performs authorized voluntary service to the county or a department, institution or agency thereof, without pay, for the benefit of the county and in aid of a recognized county purpose. 
 
The services of any volunteer worker may be refused or terminated by the department “at will” and shall be terminated when deemed in the best interest of the department or the voluntary assignment program. A volunteer worker is not an employee of the County.
Procedures

Each department’s Volunteer Services Coordinator or designee will be responsible for ensuring that all volunteers have completed the Live Scan fingerprinting process and the following paperwork:

Volunteer Assignment Acknowledgement Form

All volunteers should be given a copy of the Volunteer Insurance Program brochure.

LIVESCAN (fingerprinting):

In accordance with Board Policy C-33, all volunteers must complete a Live Scan criminal background check through the Department of Justice (Resolution No. 2005-058).  Live Scan services are available at the County of Riverside’s Live Scan offices by appointment only.

Fees and Results:

Volunteers must pay for their Live Scan services unless the department indicates otherwise.  If the department or program is paying for the Live Scan, the Volunteer Services Coordinator or designee must complete a “Department Request for Live Scan Services” form, including an accounting string number for billing.

If a department or program has their own DOJ-approved ORI number, the volunteer must bring the DOJ Form BC11-8016 “Request for Live Scan Services” with them to the Live Scan office. 
Instruct volunteers to provide a valid, unexpired, photographic identification to verify their identity prior to the transmission of the fingerprints to the DOJ. Volunteers must have either a valid driver’s license, state issued identification card, military identification, Mexican consulate identification or a passport. 

Reporting
Each department utilizing volunteers shall complete a report for the preceding month indicating:
 
- Total number of volunteer workers who performed services in that month
- Total number of hours of such services
- The number of new volunteer workers enrolled during the month
- The number of volunteer workers whose enrollment has been terminated.
 
If the worker is expected to drive an automobile in the performance of the volunteer function then the roster shall include:
-         Number and expiration date of the worker’s driver’s license
-         Name of worker’s liability insurance company, liability insurance policy number and expiration date.
 
Records pertaining to each volunteer worker shall be retained for three years after such worker has terminated volunteer services.
 
Email the completed report no later than the fifteenth day of each month to HRLiveScan@rc-hr.com.
 
Termination of Volunteer Services
 
Once a volunteer worker has discontinued his/her service to the county the department’s Volunteer Services Coordinator or designee shall show the volunteer’s last day worked and indicate he/she as inactive on the monthly report.
 
What if my volunteer is injured on the job?
Volunteers are not employees of the County and therefore are not covered by Workers' Compensation Insurance. The volunteers personal insurance is the primary means of coverage for an injured person and the County's Libaility Insurance offers additional coverages under our policy. The County of Riverside now offers three kinds of Excess Volunteer Insurance coverage for all county departments who utilize volunteers.
