The use of Benchmark Assignment Memos

The utilization of a Benchmark Assignment Memo is necessary when establishing or modifying lawfully afforded benefits to a new or existing classification within an assigned employee group.     

Prior to assigning benefits, any new classification must be established through either the Class Duplication (Cloning) process or a Form 11 and 440 Resolution to the Board of Supervisors.  For existing classifications, the necessity of a Benchmark Assignment Memo would be warranted if, through union negotiations or classification study, it was determined that reassignment of certain benefits were necessary.  In addition, a Benchmark Assignment Memo must be issued when amending classifications related to the following 440 Salary Ordinance appendices:  Appendix I (overtime); Appendix II (At-Will); and Appendix III (Executive Vehicle Benefits) by resolution of the Board of Supervisors.
