Subsidized Time-Limited Employment Program (STEP)  

 

On July 21, 2009, the Board of Supervisors authorized implementation of a subsidized work program in Riverside County to stimulate local employment and create jobs (7/21/09 item 3.66).  Subsidized work programs provide funds to supplement or replace wages paid by employers to employees, encourage employment during difficult economic times, and provide job skills that have a positive impact on the participant’s future employment potential.  

 

In Riverside County, the Department of Public Social Services has secured funds from the American Recovery and Reinvestment Act of 2009 to provide 100% wage subsidies for workers placed through STEP.  The program is administered by the Human Resources Department’s Temporary Assignment Program, and funds are available for six-month temporary assignments (1,000 hours maximum per worker) through September 2010.   

 

All county departments may receive STEP workers for assignments.  Placement of a STEP worker must not cause a layoff or take the place of a promotional opportunity for existing staff.

 

The first step to getting started is submitting a STEP Job Order.  Candidates are referred for STEP by the Department of Public Social Services based on their eligibility for the program.  All candidates are pre-screened, interviewed, and pre-employment processed by the Temporary Assignment Program, then are matched to available opportunities from departments' STEP Job Orders.  Departments receiving STEP workers pay no wages but must submit a worksheet detailing supervisory time.
