New Hours of Operation
|
Effective August 14, 2009 the Human Resources Department will begin modified hours of operation for each HR location in accordance with the County of Riverside’s recent mandatory furloughs. We plan to continue this new schedule through the fiscal year.

Early Retirement Incentive
|
On February 9, 2010, the Board of Supervisors authorized the implementation of an Early Retirement Incentive Program for eligible employees covered under the County of Riverside Miscellaneous contract with CalPERS. Eligible employees who elect to participate in the Early Retirement Incentive Program will receive two additional years of service credit, if their CalPERS retirement date is no earlier than February 12, 2010 and no later than August 9, 2010. Mandatory Furlough Updates
|
On April 7, 2009, the Board of Supervisors approved the Management Resolution, which permitted the County Executive Officer to implement mandatory furloughs for all County employees covered by the Management Resolution. Effective August 13, 2009, Management, Confidential, and Other Unrepresented groups are required to mandatory furlough 20 days (160 hours) during the 2009/10 fiscal year. Please review the Mandatory Furlough Questions and Answers (Q&A) for questions you might have regarding Mandatory Furloughs.
On September 1, 2009 the Board of Supervisors adopted the 2009/10 MOU with SEIU. SEIU represented employees are required to take a total of 208 mandatory furlough hours by June 30, 2010. See copy of SEIU 2009/10 MOU.

Voluntary Furlough Program
|
On December 23, 2008 the Voluntary Furlough Program (Policy C-31) was updated. The updated program is designed to reduce the overall wage obligations of the County while protecting employees' benefit plans, seniority and positions with the County. In light of the projected budget challenges over the next three years it is prudent to have available furlough options to assist the County with budgetary concerns and restraints. Employees who take advantage of the Voluntary Furlough Programs will be given credit for that time should the County move to a Mandatory Furlough Program.

In March of 2008, the Center on Policy Initiatives (CPI) released a report titled “Temporary Conditions: The Threat to Quality Jobs and Services in Riverside County.” The Human Resources Department has prepared a response which is being disseminated to the press as well as other interested parties. Volume I of the response includes an Executive Summary which provides an overview of the TAP-MAP program. Volume II contains an annotated version of the original CPI report as well as the original CPI report. Volume III contains the exhibits referenced in Volume I and II.
