  Unpaid Personal Leave – LIUNA Employees

Effective August 26, 2010, employees covered by LIUNA, Local 777 are required to take no fewer than 208 hours of Unpaid Personal Leave. In the first fiscal year 2010/11, covering (7/1/2010 – 6/30/2011) of the agreement, all employees shall be required to take a minimum of five (5) hours of Unpaid Personal Leave per pay period or a minimum of 120 hours of Unpaid Personal Leave in that year. If employees take more than the minimum of 120 hours of Unpaid Personal Leave in the first year, those additional hours will be credited towards the second year.

In year two (2), of the MOU, fiscal year 2011/12, which covers 7/1/2011 – 6/30/2012, employees will be required to take at least four (4) hours of Unpaid Personal Leave per pay period or a minimum of 88 hours of Unpaid Personal Leave must be taken during the second year. Unpaid Personal Leave must be approved and scheduled in advance with the employee’s Agency/Department or Designee.

LIUNA represented employees working in Departments/Districts which are 100% funded by sources outside of the general fund as of the date of the agreement, shall be exempted from the requirements of the Unpaid Personal Leave provision.

  Voluntary Furlough Program

On December 23, 2008 the Voluntary Furlough Program (Policy C-31) was updated.  The updated program is designed to reduce the overall wage obligations of the County while protecting employees' benefit plans, seniority and positions with the County.  In light of the projected budget challenges over the next three years it is prudent to have available furlough options to assist the County with budgetary concerns and restraints.  Employees who take advantage of the Voluntary Furlough Programs will be given credit for that time should the County move to a Mandatory Furlough Program.

Many County residents including County employees are having challenges making their mortgage payments or are in some phase of foreclosure. Other residents are impacted by the growing number of unsold homes in their neighborhoods or are interested in purchasing a home in this unpredictable market.  As a service to County of Riverside taxpayers and employees, the Board of Supervisors has approved a program entitled HELP (Homeownership Education Learning Program).  This program provides expert advice and education to homeowners and potential homeowners.  They also provide courses and certification for those in the mortgage profession.  For more information, please go to the website: www.freehomeownershiphelp.org.

In March of 2008, the Center on Policy Initiatives (CPI) released a report titled “Temporary Conditions: The Threat to Quality Jobs and Services in Riverside County.”  The Human Resources Department has prepared a response which is being disseminated to the press as well as other interested parties.  Volume I of the response includes an Executive Summary which provides an overview of the TAP-MAP program.  Volume II contains an annotated version of the original CPI report as well as the original CPI report. Volume III contains the exhibits referenced in Volume I and II.  Links to the three volumes are below.
